Spain’s Technical Building Code (the CTE) is the regulatory framework that establishes the basic quality requirements for buildings and their installations, to ensure compliance with the basic requisites for safety and habitability established in the Building Ordinance Law, or LOE. Part 1 of the CTE establishes the basic safety requirements for structures in case of fire and for use in general, and for habitability, in connection with hygiene conditions, protection against noise, and energy savings.

                                                                                                                                                                                                                                                                            Part 2 of the CTE comprises the Basic Documents or BD that are regulatory in nature, and which take the place of the existing Basic Standards (NBE). The Basic Documents offer a series of methods and solutions which, if correctly complied with, are sufficient in order to accredit that the basic obligations of the requirement have been met.

                                                                                                                                                                                                                                                                          The Basic Requirement for energy saving, HE2: Performance of thermal installations, is currently implemented through the applicable Regulations for Thermal Installations in Buildings (RITE), and its Complementary Technical Instructions (ITE).
